Pedophilia is a strictly psychiatric term, not a legal term.

There's a reason the legal system has different terms than psychiatry. Like legal insanity, as another example.

Legal system is concerned with defined normative behavior, while psychology/psychiatry is concerned with defined descriptive behavior. As such, while one ought to not pursue 17yo's because it is against the law (normative), such behavior, in the absence of explicit law, is indistinguishable from pursing 18yo's (descriptive).

An attraction to a 17yo is not abnormal, while an attraction to a 12 yo is. That's fundamentally the difference.

The bigger, more nefarious issue is the leveraging of the label pedophile as an attack because it's well known how terrible the stigma is. This really makes it impossible to discuss anything on the topic in earnest, at best gets people immediately saying "huh, suspicious that you care, you clearly are a deviant!". That layered on top of the pedo panic in our current culture is pretty fucked.
