I live in New Zealand. Smallest denomination we have is 10c. Rounding rules vary by store, but most common is "5 goes up, 4 goes down" (EDIT: As in, on the change - or equivalently, "6 goes up, 5 goes down" on the price). In this case - 20c change.

Last place where I worked a till had a change cup that we kept forb situations like this and sometimes I just gave them a quarter anyway especially if it was busy. No one gives a rats ass if the till is short seven cents at the end of the day.
