He became God, and got the powers. The only thing was moral choice. The protagonist struggles occasionally, but only in terms of figuring out his powers and what to do with them. Protag is OP, knows it, and abuses it. If you're looking for some challenge, Kenshiro and Jotaro are classic examples of "start off super OP". Modern anime, until recently, had a lot of focus on training. However...If you think he's not OP the whole time, you might not have realized he was just fucking around in every battle up until his final confrontation with Anderson. He was literally giving Anderson the opportunity to be the human who brought down the monster, because he believed only Anderson was capable of it. ~~Alucard would have brutalized the Captain. He was the Church's equivalent to Alucard, as the Captain was the Major's equivalent. If anything, Anderson and the Captain are equal, or at least comparable. I wouldn't say the Captain was ~~way~~ ~~above Anderson at any point.
