Some games are practically movies in and of themselves, on top all the mind numbing effort required to make complicated gameplay mechanics.

Both can be made by small team with low budgets and both can be made by huge team with hundreds of millions in budget.

Making a game, making the various systems all work together and making sure there are no major bugs can be incredibly complex as I expect we all know.

A movie has to deal with filming scenes with real people, locations, continuity, costumes, stunts, actors all working together for the scene. If it doesn't work, restart the scene all over.

They're different challenges and obviously some games are much easier to make than some movies and vice-versa.

You asked about effort, not skill. It's just naturally going to be harder to make something that is
1. Significantly longer
2. Interactive
3. Has to run well on various levels of technology

You said effort, not skill.

On average it takes between 2-3 years from the time of a movie's announcement, to the time of release. That includes the time spent hiring the actors, scouting locations, etc. With the actual time spent filming being 2-5 months.

Big games, however, take an average of 3-5 years to develop, with some games taking over 8 years.
