When they made a standalone race-swapped movie, they saw fit to include Zod. Between that and Man of Steel, General Zod is being canonized as Superman's primary adversary. And when they decide to do an ongoing Superman series again, you can bet Zod will be there front and center. Say what you will about Lex Luthor as a character, it's the lack of competition which has hindered Superman. The chief complaint is that he's too invincible.
