My reasoning is that there's much more historical evidence of Magdalene. I figured her portrayal in the bible is at least somewhat realistic, while Jesus' real mother is shrouded in myth.

First this list is mostly nonsense. Fucking Pocahontas really?

The answer is Virgin Mary in much the same way St Paul has to be considered a top 5 of all time historical figure period.

But Victoria is an excellent choice and probably the one here for her actual skill and acumen vs her ability to manipulate men into action. She presided over the actual height of the British Monarchy not just in terms of its political influence, but its cultural influence as well. Actions she took continue to shake down and ripple through current events. She wielded considerable political power and played a hand in most decision the Empire made during her reign.
