So they can say they are delaying to work on it so the crowd will be like aww they are taking their time on it. Lets say their real release date is December 2023 but they give their false release date of august 2022. So they look like saints to the general public

Deliberately giving fake ones? Probably not. Executives giving release dates that have no regard for how long their development team can actually be expected to take because they have no comprehension of how to manage a game project and ignore the input from their actual teams, largely because they just want to look better to shareholders? That absolutely happens.

Game delays (at least in the AAA space) are rarely because development teams increased the scope of the project and want to get it right. They're almost always because the original deadlines were missed despite teams working insane hours under tremendous pressure from bosses who have no idea how long game development actually takes.

Speaking from experience, most delays on projects come from one of two cases:

1) Poor or lack of Project Management
2) Unreasonable expectations from higher ups.

Granted, #1 can be broken down to a multitude of reasons, for video games mostly being underestimating the complexity of the project or changing the scope too much during development. But the point is it is almost never the case that they will advertise one date and know they are aiming for another date farther in the future. If anything, the opposite is true.
