BEIJING (Reuters) -China announced on Monday that each couple would be permitted to have up to three children, a major policy shift from the existing limit of two children after recent data showed a dramatic decline in births in the world's most populous country.

The change was approved during a politburo meeting chaired by President Xi Jinping, the official news agency Xinhua reported.

In 2016, China scrapped its decades-old one-child policy - initially imposed to halt a population explosion - with a two-child limit, which failed to result in a sustained surge in births as the high cost of raising children in Chinese cities deterred many couples from starting families.

Early this month, China's once-in-a-decade census showed that the population grew at its slowest rate during the last decade since the 1950s, with data showing a fertility rate of 1.3 children per woman for 2020 alone...

It's not going to do anything. Birth rate is already around 1.3, but hard to know if that's real or not because almost all statistics get massaged by the government (the census last year said population went down, then was sent back to be revised and now said it went up slightly). I'm not helping because we could be having all the kids we want since we live in Japan, but we don't have any. All countries are having this problem, it's a side effect of prosperity. The more wealthy a country becomes, the lower the birth rate.

It's actually the people with the least amount of money and the worst working conditions having the most kids on average. I know everyone wants to believe this will help, but it won't. Though 9/9/6 and other terrible working standards should end for a laundry list of reasons. The race to the bottom isn't just limited to America.

Yeah, Israel is an interesting exception, but as the poll they removed showed the vast majority aren't interested (and with a birth rate lower than Japan it's going to face an extreme demographic time bomb in the near future). And anecdotally within my wife's family a lot of people have no children, none have more than 1 despite it having been 2 child for a while now.

China will eventually have to open up to immigration. It will be extremely unpopular, but the government doesn't have to reflect popular opinion, so it will force it through once the other options are exhausted.

If you can read Chinese check out Weibo right now. Chinese are absolutely unloading on this policy. Extremely critical comments and outright anti-government sentiment is massively upvoted. They are deleting some but it's overwhelming. I am legitimately shocked at the level of outrage.

Really bad. 9/9/6 is a thing, work from 9 to 9 for 6 days a week and no paid vacation. My wife did this before she moved to Japan and it's increasing there. She actually took a pay cut moving here, but the work life balance in Japan is actually that much better that it was worth it for her. There is also the increasing cost of home ownership/rent. Child care is also outrageous, it actually costs more in mainland China than Hong Kong. Income inequality is growing massively too (more people are buying a second or third home than a first home, and that's not because most people own a home already); a lot resentment is building up and the government seems to be more interested in deflecting than trying to solve things, which this policy is prime example of. People are just unloading all their grievances online right now.

US has 1.73 rate for each woman, and China has 1143 birth for every 1000 people (both gender).
so if we convert US rate for both gender, then shouldn't it be half of 1.73 ?(assuming 50:50 gender ratio)

I did address it. It's rate per woman, that's what the rate is. There is nothing controversial about this. It's the standard measure used by any organization comparing these rates.

Uh, no it wouldn't, because China just released their official data (previous data is estimated, since it was last collected in 2010) and the government itself says it is 1.3 now. It has massively decreased, and that's by the official stat, which was 1.2 prior to their revisal last month, and some say is actually lower still. The government didn't announce this 3 child policy for fun. They're panicking and ignoring the actual causes which is why Chinese are so angry online.

I told you, you can compare data on it. The data is still 2019 data. There have been two articles posted in this topic saying the Chinese government said the fertility rate in 2020 is 1.3 and your response has just repeatedly been no. I don't get why you find it so hard to believe. If the Chinese government says it's 1.3, there is no way it's actually higher. They forced them to revise the 1.2 stat they first released.

Dude you're the guy who keeps insisting the Chinese birth rate is higher than officially reported. This policy wasn't a response to estimated data from 2010, it is a response to the actual data collected last year. (Also as you yourself pointed out, even the data there showed China having a lower rate despite overestimating it, so how can you possibly keep up this US is actually lower farce?).

We have the actual data from 2020 dude. It's 1.3 according to the Chinese government. That's not an estimate, that's their official stat from the census. US fertility rate for 2020 according to the US government was 1.64. Check the CDC website. 4% decrease from 2019.
