It's because there was a 1993 Dos game called Bio Hazard.

But in the US the lawyers were concerrned because technically that shitty DOS game company had the rights to the video game name Bio Hazard and they didn't want to risk a potential lawsuit. So they renamed it Resident Evil. There was actually an internal contest where Capcom employees had to suggest alternate names. It's called RE because those are the first two letters in REsident Evil. Like how the recent RE games all run on the RE Engine, which stands for REach for the Moon Engine.
