I didn't think this was the case, but yeah it's coming straight from Goku's mouth, so... I'm convinced now. Ehhh... I'm kind of on the fence about this. Maybe he was just being rhetorical. By the time the arc ends it will be very obvious Jiren has been surpassed even possibly by Vegeta.
