There was an 8, a 10 a noon, etc. Reagan got airlines to bunch flights together at the same time which overwhelmed the system. In stead of 8, 10 and noon, everything was at 8 (for example). Nowadays its a compromise between the two. Regular schedule with some flexibility for times that people would like to fly. During the strike, flights got so backed up they had to hold some planes at the gate and others had to wait on the tarmac. An airport is like a refillable tube of toothpaste, it can only hold so much at one time. Over stuffing it with people and planes is dangerous. But it happened and never really went away. A 10 o'clock departure was a 10 o'clock departure.
