gobi and its not even close
the only issue with mole guy is he joins late and at like level 1
but if you actually level him up he is ok. not great but not bad either just not worth the effort into leveling him

where as gobi just plain sucks

Toss-up between Gobi and Mogu, though I think Mogu edges it out for the win.

Nigh-useless in combat, though Gobi has *some* limited use during the underwater sections with his unique spells at a time where you have no other reliable group attacks beyond the E. Key (which starts to fall off by that point in the game).

Serves little use in the story beyond being a walking key item. The game could have easily given you the Gills without hassle, and let you use the I. Claw without issue. Gobi also gets the Orb to help bypass underwater fights I guess, but he could have just been a character-less mount too.

Their respective "zones" are awful. The underwater stuff is boring, and the dream/nightmare world stuff is obnoxious.

At best, Gobi has some indirect participant utility between the shopkeeper and fusion stuff, wheras Mogu literally does nothing of note after joining... but the shopkeeper thing is also annoying as fuck to deal with (even if it provides some of the best gear for several characters), and fusion is a credit to Karn, not the party members he uses, not that Gobi is useful for anything other than Puka anyway. (Shin is eh, and the only spell more forgettable than Dig is fucking Debo.)

Mogu is another walking key item where you need to dig in places. You can dig anywhere though and he has a chance of pulling up a random item but considering Ryu with Rod5 can just get unlimited tuna there's no reason to ever waste time doing this
