Apparently according to our government.

But this just seems to be more extension of Russia continuing to probe and push Europe's boarders. They continuously fly into UK/European air space, among other activities, so likely threatening anyone who comes remotely near what they want to be theirs, despite not being. Also likely the UK wanting to appear "big and able to exert power still" with brexit etc.
