I saw on Twitter that there may have been an underground garage in the part that collapsed, which could have flooded whenever there was a hurricane and just over time the structure weakened.

Add the roof equipment to that and boom goes the dynamite.

In virtually all scenarios this is absolutely the fault of the Builders or the Apartment management.

Either there was critical flaws in the structure or management was grotesquely negligent in upkeep.

I suppose there is some small chance of deliberate sabotage or some bizzare unforseeable natural/manmade thing that isnt the fault of them but its doubtful. Thus far seems to be absolutely no indications of any sort of explosives or unusually intense weather beforehand.

Personally, I would guess the most likely scenario would be maintenance oversights. The building was finished in 1981, and some elements likely corroded (this could be for a number of reasons). I wouldn't be surprised if there were signs of distress detected in the structure somewhere prior to collapse (somebody mentions the parking garage which would be a great place to ignore).

There are more possibilities, but until the forensic investigation is done it's all speculation.

A friend of mine mentioned an early theory is that a water main may have ruptured near that foundation. That could undermine the structure very rapidly depending on the soil. Shifts in the foundation can cause extremely high stresses in a building.

Unfortunately it will probably be a while until we are presented with a credible explanation as to what happened. There are a lot of things to examine, and I'm not aware of many collapses of this scope.

This whole situation sucks. Honestly I'd hope I was asleep and it was quick and painless. Being trapped and dying is a nightmare. Can't imagine what went through the minds of the people who woke up due to the noise/shaking from the first half collapsing just to have their half of building collapse seconds later. Scary shit

He probably wouldn't be allowed on the pile itself but there's a lot of work to do. If he showed up offering to volunteer it's unlikely they would turn him away completely.

Typical "flat slab" construction is not very tolerant of localized failure.
A column gives out, and its load transfers to surrounding columns, while there's no longer anything but flat concrete and rebar supporting the columns above. If any of those other columns fail, the entire structure is likely to fall apart in a cascade of imploding columns.
