Is it fair to call those park players "hustlers?" To me, a hustle implies using some sort of deceitful tactic to scam a person out of their money. There doesn't seem to be any scam with those guys - everyone knows they're good.

They are good, but that doesn't mean they won't try to cheat you out of your money. The reason they learn to play so fast is the same reason any other hustler learns to talk/move fast, they'll cheat you if they need to.

Typically a "hustler" is someone who pretends to not be good as they are to lure people into a bet. I don't know what this guy was doing, but if he was just a good player offering money matches, not sure if that term applies
