Uhh... yeah? Left arrow has always rewinded 5 seconds, right arrow has always forwarded 5 seconds. That's not new, that's been there for like a decade.

'J' and 'L' work in a similar way, but in 10-second increments. I use those to skip the usual lead-ins for videos, or to bypass dead time.
