It was a service dog and he not only holds onto the dogs collar, he keeps petting the dog which you aren't supposed to do. He seemed to be hoping the dog would react so he could shoot it. All because he claimed the dog was not wearing tags while it maybe set one foot off its owners yard onto the sidewalk. Though the owner claims that didn't happen ... Copied to Clipboard!
