If you never trigger the first Dragon outside of Whiterun, then the wild ones wont appear in your game but people will still complain about dragons. It is rather amusing.

Most fun I've had with the combat these days is with either an Ordinator-fueled 2Hander, or an Ordinator + Apocalypse-fueled pure mage. Ordinator makes 2Hand a blast: chopping enemies' health down to three-quarters on a first strike with greatswords, knocking enemies on their asses with warhammers, etc.
