Rich dude just throws people accused of crimes (and their friends) down a pit without trial. Then they kill/eat each other in a desert hellscape or earn their freedom by slave labor to make money as unpaid jockeys in gambling dens.

And everyone just accepts it. No one is even mad or tries to fix it when you get out

At least in FFX and IX the evil prison is better explained. People don't know about it, there is no society inside it

A recurring theme in FFVII is how unchecked capitalism is wrong. If you have the money you have the power, and no one can do a thing to stop you.
It kinda gets abandoned halfway through when were somehow supposed to forgive Shinra and the others because Sephiroth (though he was a product of unchecked capitalism going too far.) But it was there.

I don't think we're meant to forgive Shinra, just accept that Sepiroth Is the bigger threat

uh who's going to check it or fix it? shinra? they don't give a crap because it doesn't concern them, and it's in a whole different part of the world, and they're likely paid off anyway.

it's a metaphor for the system and how unfair it is and being given freedom is based off of the whims of the "boss" and success further drives the point home

Yeah, the only places that seems to have coherent governance are either being run by Shinra or are Wutai. Everything else is either some hamlet too small to bother with or a private fiefdom.
