Don't worry, all the complexity is being reserved for the ever increasing stack of web "languages" that all ultimately compile down to javascript but create a horrible web of spaghetti code because none of them were properly designed as a language.

what's with that weird corner of twitter where it's all these super uplifting/wholesome front-end devs talking about learning html/css for years

This is my completely arbitrary take, but web development and traditional software development used to be 2 completely different camps where one group didn't learn anything about the other. That distinction has blurred significantly with the way modern language UI frameworks like FX or WPF are borrowing from web design and languages like Angular and React and trying to create a real language on top of Javascript, but it's building a foundation on sand. So I think what you're seeing are web developers who cut their teeth on html/css and have since learned front end languages ultimately advocating for what they went through simply because their early exposure to programming wasn't something like C.

I guess it depends on whether they were self taught or not and how much they were really "learning" HTML over years versus just kind of dicking around with it. To be fair, I wouldn't expect someone trying to self teach themselves C++ to become proficient very quickly, either.

trying to look at page source or inspect element of a lot of modern pages sucks so much because of this

why yes I would like my content delivered inside 15 layers of nested divs, each with 3 different CSS classes that look like someone named them by throwing their keyboard down a flight of stairs
