She says these same two guys hang around at the end of her driveway every other day looking at the dog (and probably the house). She says she's somewhere inside where she can see them but they can't see her, so she keeps tabs on them whenever they show up. And when she goes outside, they walk away.

Well this isn't concerning/stress-inducing at all...

I suggested to her to call the police and tip them off on suspicious activity but she's being oddly resistant against that for some reasonband keeps telling me "what's the point of doing that?" if they haven't done anything yet.
I've actually been banging my head on my desk for the past couple of minutes...

Don't call the cops, they'll potentially kill the dog and then shoot her.

Unfortunately she's right. The cops are going to say there's nothing they can do

Cops are useless until a crime is actually committed. Even then they will just come take some notes and leave unless there is violence involved

If they're standing in your driveway, in most places in the US, that's your property. Call for trespass. Even if it is the end/by the sidewalk. Cops may get annoyed until you explain though.

Or be crazy petty, pending on if it's possible where you are, and park a car near the end of your driveway. When they stand by it, call the cops on them for casing your car. Make up some shit like you were bringing in groceries and they were watching you.

The key to making our cops useful in these situations is to be as petty as humanly possible.

Maybe she should invest in a security system if she doesn't already have one.
