The police department's plan was for the "lightly marked" van (has police lights under the mirrors that were supposed to be on) filled with SWAT to drive in line with marked police cars with normal officers, and for the SWAT team to basically act when needed. The article (that was posted a few posts ago) shows that the officer in charge ordered the police cars to stay far back, and drive in a V flanking formation instead. HotLap posted... Dude was already lying on the ground and being cooperative when he was kicked and punched multiple times for no fucking reason.
