I'd assume all liability falls on the contractor to have proper insurance and set up proper safety measures. I guess it could maybe fall on them if they hired him as a sub-contractor under a business entity.

I didn't read the article but it's not uncommon for contractors to just pick up random guys who "know how to do the job", and then they don't know wtf they are doing and they do a shitty job and fuck up you house.

Unfortunately it's not exactly uncommon for contractors to operate outside the licensing requirements without the customer having knowledge of it. I live in Louisiana and every time a hurricane comes there's PSAs regarding this everywhere because it's such a common thing. People want to make money off of all the roofs that need to be repaired in the area after a hurricane and then insurance companies don't pay out because an unlicensed roofer did the repairs.

Sadly Munn most likely didn't know they were unlicensed, might have been referred to h er by a mutual acquaintance who also may have not known.

E: Or maybe she did, I don't want to come off as I know about the situation, just wanted to put it out there that it's quite possible she didn't know.

Honestly? The probably just called around and picked the cheapest bid without consideration for why it was cheapest. When I had to get work done on my roof, only one company I called actually bothered to specifically highlight that every single one of their employees was licensed, legal, and that they followed all safety standards. They also weren't the cheapest by far.

Do we really know it happened like this? What if this roofer had done the roof of one of their friends and said friend recommended them to Munn because they did a good job. Munn isn't a roof expert and it's actually pretty common for unlicensed roofers to operate unbeknownst to customers and appear legit. You're making a lot of assumptions that this was done simply to save money or that they were aware the contractor was unlicensed.

eh, not always. Getting a general contracting license is really, really easy to do and then it's not like people who are hiring contractors know what right looks like to begin with.
