Probably supposed to convey the innocence of true love, which is the complete opposite of shooting someone with an arrow to manipulate their emotions.

He was initially depicted as a strikingly beautiful young man, and remained that way for centuries.
One article I read explained that because early Eros was feared for the mayhem he would cause to mortals' hearts, they feared him and sought to essentially strip him of his power. So they increasingly infantilized him to make him more dependent, and thus controlled, by his mother Aphrodite.
Then when the Romans copied Greek mythology they just used his most recent iteration when making Cupid.
