And even if theyre caught multiple times and the total value eventually exceeds $950 it still doesnt matter because the charges dont stack into a felony. If retail theft is really down then part of the reason (Im not saying the sole reason) would be the lack of reporting. Also most instances of shoplifting are just an item or two that are inexpensive and goes by unnoticed at the time. The employee just corrects the on-hands for an item when its noticed that theres some amount on the shelves missing or empty packaging is found. Its not worthy of a police report.
