It's because certain regions don't have the plumbing needed to handle tissue paper being flushed, so they use the trash can. And then they continue doing it that way out of habit. No wonder you still have the problem and you probably have a diversity/racism problem as well. The issue is the cultures are different as multiple posters have indicated. The polite way to handle this is via education of your culture to others. Just add signs on each stall to remind people to flush the TP in the toilet and not in the trashcan. You can explain that the office plumbing can handle TP so it wont cause clogging problems. That way others learn what should be done and why it is not problem here vs why it might be a problem back home.
