I still wish that, in spite of it's clunkiness and all the teasing Bethesda got over it, they'd kept and refined the Radiant dialogue system in Skyrim, instead of ditching it in favor of fixed conversations. Skyrim's cities just didn't feel as alive as Oblivion's.

There's a character, a high elf I think, who has a line where the voice actress says "oh I messed that up let me try again" and it made it into the game.

Some of those fixed convos are good though, too bad they get old. Maybe a combination of the two would work well

The fixed ones made them sound like actual conversations in Skyrim. They just often only had a few so you'd quickly hear them all. Something like you said, with branching possibilities each time would work as long as they tailored them properly so were just different potential conversations they could have.

One thing I never got about Skyrim's NPC's is why they seemed to have each actor read down the same exact list of ambient dialog. Like, they only had a handful of different voices anyway, why would you record them saying the exact same walking-around lines? It creates situations where 3 or 4 different characters in a row greet you the same way

A combo would've been good. The problem is that most if not all citizens have only one conversation between each other - Nazeem only has one convo with Ysolda, Ysolda only has one convo with Olfina Gray-Mane, you get the idea. Some of these convos are rare if two NPCs never cross paths, but others between NPCs who are in constant close contact (like the 'lost hammer' convo between the Windhelm blacksmith and his apprentice) will repeat ad nauseum.

Another big problem with Skyrim's NPC dialogue is that most NPCs have anywhere from 4-8 unique lines to say to the player, but for some incredibly bizarre reason, they're programmed to speak those lines only in fixed sequence; so most of the time you'll only ever hear an NPC's first line of dialogue, repeated over and over. You have to go out of your way and spam talk on them to exhaust their options. Why they didn't randomize unique NPC lines is completely beyond me.
