Yeah but

It's the same thing. You could accomplish the exact same narrative goal by just training. SS1 had a function and tied into the lore behind Freiza and the Saiyans. The higher levels are just...stronk.

They do get stronger by just training. Their base power level does go up substantially. We see that all the time. But the base form's power goes up essentially linearly. So it's very slow and you're not able to make major leaps in power.

Think of it like this (numbers arbitrary just for explanation purposes):
  1. They start out at base power level of, say ~100. Think of this like their body's durability, as well as the strength of energy beams and whatnot they can dish out. They do a bunch of training, and they double their power level to ~200.
  2. At this point, their body has reached the threshold needed to be durable enough to survive turning Super Saiyan. This is a MULTIPLIER of their base power level, but is extremely taxing on the body and can only be used for a limited time before their body is overwhelmed and can't sustain it.
  3. Through even more intense training, they can get their base power level high enough (and thus their durability) to sustain the Super Saiyan form's intense physical toll. They can also reach a new threshold that will allow their body to survive turning Super Saiyan 2, an even more intensely taxing form that grants an even higher power multiplier, for a short time.
So in theory, they could technically just train and get their base power level as high as they want to. Even higher than what we saw when Goku first transformed. Which they have. Ages ago, story-wise. But the form itself is a multiplier. So while Goku can easily surpass his original SS1 transformation strength from the Namek arc in his base form right now, he can still go SS1 on top of his current base form and be even stronger.

Basically, the base form can be theoretically increased infinitely. It just takes a ridiculous amount of time to do so. But by increasing the base form, they also gradually gain the ability to survive higher and higher levels of Super Saiyan for short bursts of intense power.
