Out of these options, I'll have to go with Fiji.

It's definitely Fiji (#2) of those.

I don't know, pretty sure a flag that doesn't represent a country would also count as if a country isn't represented then it definitely has not seen snow.

9 is Singapore I believe, so that has to be the correct answer. 5 is The Bahamas, but I know that it snowed in Miami once in the 70's, so I'm guessing that the Bahamas was hit at the same time.
