Ten or twenty years after Red and Blue (or seven/teen years after Gold and Silver), as Bulbapedia gives Red's age as 11 in Gen 1 and 21 or 31 in Gen 7. A lot of stuff has changed in Kanto and many of the Gym Leaders/Elite Four have retired or died. Agatha is now literally a ghost. The shorts kid now has children of his own who make fun of him for wearing shorts. Mewtwo is the final boss because of course it is.
