back when I did this with a song I just cut out the part of the mp3 I wanted and created a new one

You put the song on your phone and select it as a ringtone. You don't need special software.

If you mean audio software that lets you edit clips, then there's hundreds of programs that do that.
Specifically, Audacity is free and open source and easy to use.
