Is she making sure it's to someone who isn't gonna immediately lose it? Cars are a notoriously bad prize when not done the right away. A lot of people end up not even being able to claim it. So, it's basically a scam if the person receiving it is too poor to pay all the extra fees. They don't get it anyway.
