If you only slash 1 tire, it won't be as suspect. Just hammer a nail into his tire. But the second best thing to do is consult a lawyer and see what your legal options are in regards to suing HOA for not appropriately responding to your requests and this has resulted in you being late to several appointments, trapped in your own house. And/or legal options for suing the driver of the car - which I doubt will go anywhere. After that, most definitely go to local news. If you're truly handicap, I guarantee you they will listen. Next, post your story on reddit, like one of the legal advice subs, and see if you can get any help there. If you are struggling to pay for a lawyer, start a gofundme, and I will contribute to it, and I'm sure people here will to.
