The prop director is supposed to clear the firearms. An actor is supposed to follow orders. If the actor modifies the gun in any way then the prop director needs to take it away and clear it again. From family and in firearm safety courses.This applies in most cases, but in a work environment where you have someone who isnt expected to have firearm experience, the responsibility lies with whoever is overseeing it (armourer and whoever hired the armourer) consider a scenario where some children are taken to a gun safety day or something, and handed real guns with live ammo. whoever gave the kids real guns is at fault for what happens next and not the kids ...
