FIFA are scumbags (for a lot of reasons) They said they weren't going to ban Russia. If you're wondering why they changed their tune, it's b/c all of the countries that'd play Russia said they'd refuse to do so, so FIFA had no choice after getting its arm twisted. Sure. Maybe not fair to the individual athletes, but the whole point of moving into a post-conflict world is to punish countries by making life at home uncomfortable, and this fits the bill.
