That is everyone except Harry Kim who was being slapped around by the aliens outside of the holodeck and made to keep it running. IF he refused they would kill everyone. At first it seems like Harry is beaten and pathetially submissive but then he's like "Lul! I sabotaged the whole thing! What ya gonna do about it!?"
