Who would you prefer as ruler?

Life under Palpatine actually doesn't seem that bad. So long as you and your people aren't in open rebellion he's going to let you live your life unimpeded for the most part. If we take Tatooine as an example (as we've seen it in live action before, during, and after Palpatine's rule), many worlds are just plain unchanged by who rules the galaxy. Sauron has a measurable negative impact on the humans that he rules in the East and as supremacist there's no doubt that Voldemort would have been a cruel ruler of muggles.

Palpatine has political experience, unlike the other two. After all, he is the Senate.

What even is an "alien" in the Empire? Regardless, if Palpatine committed genocide against a group it's because they were collectively seen as being in open rebellion against the emperor. If he killed all of the Wookies it was because the Wookies defied his rule, not because they make particularly nice carpets. He did kill all of the Atoans, but they look like "regular humans." Despite being modeled off of the Nazis, the Empire is surprisingly not all that motivated by notions of racial superiority.

If I remember my Star Wars lore correctly, the Empire had a lot of self-governing planets with a central authority. If you didnt live in the core worlds or a production centre for the Empire you were probably going to be left alone. Its not good, but it is better than the other two as you have better odds of surviving snd not being imprisoned or enslaved.

Nah, real genocides have used that as a justification countless times, even to an extent the Nazis with the stabbed-in-the-back myth. The Empire is no different, they are actively human supremacist (IIRC Dookus motivation was wanting a human-run Republic) although not actively genocidal in most cases if only because the galaxy is so big they have to leave large parts of it effectively untouched. Star Wars politics lore is weird, but also kind of interesting?

Well unless you were cool. Just look at Admiral Thrawn. Anyway Palpatine is probably the best choice if nothing else but for tech and higher likelihood of being left alone.

What? Yes they most certainly are motivated by intense racism. How can you know anything about Star Wars and not know that the empire was extremely racist against aliens? And no, the wookiees were taken as slaves before they were in open rebellion. They imprisoned plenty of aliens that werent in rebellion in slave camps. And even if some wookiees were in rebellion, you cant use that as justification to imprison all wookiees. Thats just racism 101. An alien in Star Wars is any of the ones that are non-human. Thrawn is whats called a near-human which is a human off-shoot. They can be considered honorary humans. I highly doubt a mon calamarian with Thrawns same talents and personality would be as lucky.
