I'm guessing the settings to control amber alert volume aren't exactly obvious, so expecting the user to find them in order to reduce the alert volume below dangerous levels isn't altogether reasonable. The default volume for the alerts also just should not be dangerous, period. If they've had that concern already raised and they haven't done anything (especially where "make this quieter by default" isn't exactly a prohibitively complicated fix), that leaves them with some responsibility for any harm caused by it. --- This is my signature.
