When someone tells you that how do you interpret that phrase?

I don't know when I'll see you again (soon, a long time from now, or never) but with an implied hope life treats you well until then.

It's pretty vague and open to being meant a lot of ways. Generally i also see it as being something you would say to an acquaintance.

I interpret as someone basically saying "see you soon" but with the admission that it may not necessarily be soon.

It means there aren't any current plans to see you, they don't know when they will see you, but they look forward to it whenever it may occur

I only ever hear that on TV and it annoys me. They are never going to see me.

to me it means "life is unpredictable but i have no intentions of purposefully seeing you again"
