I dont think you understand at all, if it were in machinable letter form, and had cleared into street sort, it would be a single envelope in the 27 feet (9x 3 foot trays) of letters I deliver everyday. This sounds like it was non-machinable manual sort envelopes, which did not clear to street ops; but yes, if it was in my manual I would have cased it and delivered it so long as it did not fail any of the other checks for suspicious mail. The most likely reason this was caught is that the postage was flagged for using a large envelope with an inappropriate amount of stamps, either too little or too many, rather than having had machined postage either in office or on a Pitney Bowes meter, and also not having a return address. If there was a return address this person would have ended up with their shit back and this wouldnt be a news story.
