How does the mentioned person keep getting f huge pushes? Is he that popular? I feel like we dont hear about him outside of big events that cause big drama for little payoff.

The toy aisle has a way of spoiling things.

Batman: Mask of the Phantasm: The Phantasm is Batman's ex-girlfriend.
Men in Black: Kay gets eaten by the bug and shoots his way out.
Peter Jackson's King Kong: There's a giant piranha in the extended edition.
My Little Pony: Friendship is Magic: Twilight Sparkle becomes an alicorn.
Captain America: Civil War: Ant-Man becomes Gi-Ant.
Godzilla vs Kong: Mechagodzilla is in the movie.

I don't know if that's true, and just the fact that at one time or another, with the look they are depicting in that figure Brock did hold each of those titles. So it gives the purchaser the opportunity to pose him with either title.

Plus, at the price point for those Ultimate figures, they need to load them with as many accessories as possible.
