Rollback is limited to pc and modern gen. They haven't detailed the upgrade path. But other upgrades didn't work like that. Like FF7 Remake and Control had a separate product when they came to PS5 for example. FF7 was free upgrade but didn't include the dlc because that was a separate thing. But Control "couldn't be free" because you couldn't upgrade without the DLC as every PS5 version came with that DLC.
