Because the half inning is over after the 3rd out is accumulated. Theres no use having a 3rd light.

because those "dots" as you call them are actually periods, and baseball does not have three periods. You may be confusing it with hockey...(or should I say ..)

It's basically, when there's three outs, it goes to ads between half innings/other half inning loads in and might as well get rid of the space a third dot would take to maximize space.
