Blue flip up lid is p much always going to be for your wash fluid, yes.

No idea without seeing what it looks like. Sometimes it will be for the rear wiper if you have one, but most of the time the wash fill will be under the hood. Do you see blueish residue on/inside either one?

Also that^. Always read the manual when you get a new car it tells ou this stuff plus you may discover a few cool things that you'd never have stumbled on yourself like running a diagnostic check
