Open carry is legal here and at least back then (dunno about now) Walmart didn't forbid guns in the store. Guy got the charges dropped but still spent the night in jail over it. High crime city so I understand the guybwanting to carry. Kinda understand the cops concern cause high crime area but two things. But a lawyer that gave a class and said if you IDd somebody and you have literally nothing on them after your initial RS to let them go immediately. I try for consensual encounters as much as possible, and I wont push a pedestrian stop unless Ive got a mountain of RAS prior to contact. In my state, passengers only ID by consent unless you have RAS of criminal activity in the vehicle behind the stop. I know some states have stop and ID laws, so Im sure its different there, but we can ask.
