hes closer to Superman than CA. Even if hes not as strong as Superman, hes still supposed to be Superman if he were a complete asshole.

Homelander can fly, super human strength, heat vision, super hearing, and super vision. Maybe he has the ice breath or something similar.

Captain America has non of those things.

If you're talking about multiversal power levels he's closer to Cap. If you're comparing how they stack up to their contemporaries he's more like superman. Captain America is strong, but his allies or enemies can go toe to toe with him or surpass him. Superman towers above almost all others. In that sense, Homelander is closer to Superman.
