I think of the ones that actually exist, if you factor in what the common attacking types are, Bug/Grass is just awful. But yeah Rock/Ice is hot garbage. I think Ice / Rock has it worst defensively - 8 weaknesses (two of them double-weakness), with only one weakness reduced to neutral due to the pairing (Ice's Fire weakness).
