Yeah if we try to use logic, the hat has to go on everyones heads first and then make decisions to put students best in the houses and have an even spread. There should obviously be significant amount of people who doesn't just fit in one house, so these left overs could be used to make the numbers even.

Everyone else is distributed evenly so all four houses have around the same number

The hat has been used for centuries and spends the 364 days each year it isn't being used analyzing data and refining/adjusting its statistical models so that it selects an even distribution based on the average traits of the children.
