There are only three Admirals, a Buster Call does require Vice Admirals, which seem to be in abundance. Garp was a match for Roger in his prime, but despite what the Marines say, Garp didn't actually beat Roger, which if you've seen Marineford I'm fairly sure that was covered. Sengoku might be able to match Whitebeard blow for blow, but he's also only one man. Besides, despite the Marines granting Authority based on who is a bigger ass kicker (note that there's an entire island Akinu and Akoji ruined dueling over replacing Sengoku), they also conserve resources, which is to say they only apply enough badassery to slightly exceed the threat. Marineford was just the point where they had to apply basically everything they had. He is far more connected to the Going Merry then the rest of the crew. It is a reminder of his home, and what he left. Even though he knows the Merry is at her end he doesn't want to let go. You can't fault him for being the closest to it. He was also feeling inadequate since he was nigh useless against Aokiji, got beaten up by the Franky family twice, and all the money stolen from him that they were gonna use to repair the ship. So he perceived Luffy saying they'll move on as a slight against him as well for discarding stuff no longer of use to him.
