Having an ID doesn't generally prove any factor (other than the age requirement) of eligibility to vote. While it does prove identity, that would then have to be matched by other means to eligibility factors. Hardly practical to do that in real-time at a voting station for every single person who comes in, especially in places like the US which only give a single day window to vote. Or to put it a different way: The registration process is where "Bob McBobface is eligible to vote" is checked. Yeah for example felons can't vote. Unless that's changed. Which I'm iffy on.
